SUMMARY:DenkRaum: Dual Use Technologien – was tun mit sicherheitskritischer Technik?
DESCRIPTION:Viele Technologien können zivil und militärisch eingesetzt werden – und das disqualifiziert sie nicht automatisch. Viele Technologien können friedlichen und gewaltsamen Zwecken dienen – und das beunruhigt schon eher. In letzter Zeit tritt ein dritter Gesichtspunkt hinzu: Viele Technologien sichern Grundbedürfnisse\, erhöhen „sicherheitskritisch“ aber auch die Unsicherheit und Vulnerabilität von Gesellschaften. Wovon reden wir also\, wenn von „dual use“ die Rede ist – und warum? Der geplante Denkraum bietet die Möglichkeit\, die Dimensionen des „dual use“ auszuloten. Dabei geht es nicht um die bloße Feststellung\, dass gewinnbringende Technik immer auch missbraucht werden kann. Interessanter ist die Herausforderung\, den möglichen Missbrauch im Entwicklungsprozess schon mitzudenken und womöglich zu erschweren. In der Physik\, Biologie und Chemie\, in Industrie 4.0\, 3-D Druck\, bei Fragen der künstlichen Intelligenz\, bei autonomen Vehikeln oder im Bereich der Cyber-Sicherheit stellt sich die gleiche Herausforderung vielleicht jeweils ganz anders dar.
