DESCRIPTION:Date: Tuesday\,  18.02.2025\, 9:30 am \nSpeaker: Prof. Dr. Ira Helsloot\, Radboud University Nijmegen\, The Netherlands \nTitle: “Risk and resilience through the ages” \nVenue: online\, Zoom by request below to book a ticket \nAbout the lecture: The central thesis of this talk is that improving risk resilience\, perhaps paradoxically\, starts with accepting residual risk. We will first briefly discuss mankind’s risk history. Here\, we differentiate between formal risk policies and the practical risk management of society.  We will show that coming from a period of no formal risk policies but only acceptance of the inevitability of the harm\, via a short period of rational risk policies after WOII in which residual risk was accepted; we have arrived in a society that seeks to prevent all risk at all costs and thus struggles to define rational risk policies. In practice\, there\, of course\, always was and is societal resilience. Part of societal resilience is the risk management of enterprises. Here\, there are obvious limitations that call for proportional regulation. Present-day regulation\, however\, is by and large not helpful in improving societal resilience. We then will come up with good and not-so-good examples of practices and regulations aimed at improving digital risk resilience. The framework for analyzing these examples is the good old-fashioned cost-benefit analysis that seems in contradiction with the present no-risk-accepted policies. \n  \nAbout the Speaker: Prof. Dr. Ira Helsloot is professor of the Governance of Safety and Security at the Radboud University. Originally promoted as a mathematician\, he is engaged in research on crisis management and the governance of safety since 1994. He was professor of Crisis Management and Physical Security at the Vrije Universiteit in Amsterdam from 2006 to 2011 and long-term editor of the Journal of Contingencies and Crisis Management (2004-2022). \n
