The interview addressed the vulnerability of the economy to infrastructure attacks, societal resilience, and research at TU Darmstadt within emergenCITY and ATHENE.

- Cascading effects: Due to strong interdependencies, attacks can quickly affect sectors far beyond the infrastructure initially targeted.
- Electricity and telecommunications: Electricity has the greatest potential for cascading failures, as almost all sectors depend on it. Information technology and telecommunications form the nervous system of modern society. Today, almost everything requires both electricity and data connectivity.
- Digital vulnerability: Digitalisation has made the economy more capable, but also more vulnerable. Critical functions therefore need locally controllable, isolated, or offline fallback systems.
- European technological sovereignty: Greater independence is needed in critical hardware and software, cloud services, and supply chains.
- Societal resilience: Germany has initiated a transition through new legislation, but countries such as Finland are further advanced in integrating government, businesses, emergency organisations, and the population into a comprehensive security approach.

Heute Morgen sprach Prof. Christian Reuter anlässlich des 25. Jahrestages der Anschläge vom 11. September in der tagesschau24-Sendung Update Wirtschaft. Im Mittelpunkt standen die Verwundbarkeit der Wirtschaft durch Angriffe auf kritische Infrastrukturen, die gesellschaftliche Resilienz und die Forschung der TU Darmstadt im Rahmen von emergenCITY und ATHENE.
Zu den zentralen Punkten gehörten:
- Kaskadeneffekte: Aufgrund starker Abhängigkeiten können Angriffe schnell weit über die unmittelbar betroffene Infrastruktur hinauswirken.
- Stromversorgung und Telekommunikation: Die Stromversorgung besitzt das größte Potenzial für kaskadierende Ausfälle, da nahezu alle Sektoren von ihr abhängen. Informationstechnik und Telekommunikation bilden das Nervensystem unserer modernen Gesellschaft. Heute benötigt fast alles sowohl Strom als auch eine Datenverbindung.
- Digitale Verwundbarkeit: Die Digitalisierung hat die Wirtschaft leistungsfähiger, aber auch verwundbarer gemacht. Kritische Funktionen benötigen daher lokal steuerbare, isolierte oder offline betreibbare Rückfallebenen.
- Europäische technologische Souveränität: Bei kritischer Hard- und Software, Cloud-Diensten und Lieferketten ist eine größere europäische Unabhängigkeit erforderlich.
- Gesellschaftliche Resilienz: Deutschland hat mit neuen gesetzlichen Vorgaben einen Wandel eingeleitet. Länder wie Finnland sind jedoch weiter darin fortgeschritten, Staat, Wirtschaft, Hilfsorganisationen und Bevölkerung in ein umfassendes Sicherheitskonzept einzubeziehen.
